Cultural Planning for the Downtown Eastside
Developing the Downtown Eastside Arts and Cultural Strategic Framework and Investment Plan
2010 Legacies Now, the Vancouver Agreement, the Province of BC and City of Vancouver hired North Sky Consulting Ltd., to create an investment framework focussing on arts and culture in the Downtown Eastside (DTES) of Vancouver. The plan aimed to capitalize on cultural assets in the DTES, increase job opportunities and grow and strengthen entrepreneurship and local cultural businesses. North Sky Consulting engaged local stakeholders including residents, artists, businesses, non-governmental organizations, non-profit arts organizations, financial and educational institutions and others who expressed an interest in participating.

Implementing the Downtown Eastside Arts and Cultural Strategic Framework and Investment Plan
A steering committee was set up to oversee the implementation of the plan’s recommendations. The committee consists of representatives from the original four partners (2010 Legacies Now, Vancouver Agreement, Province of BC and City of Vancouver), as well as the Vancouver Foundation and Building Opportunities with Business.
The core recommendation is the development of an industry network to increase visibility of the sector; coordinate knowledge, resources and strategies; identify and remove barriers; and, identify and maximize economic opportunities in the arts and cultural sector to benefit the DTES. A network has been established as the Creative Industries Table under the auspices of Building Opportunities with Business. As projects are identified and developed, additional people will join the network.
Arts Service Organizations (ASOs)
2010 Legacies Now is undertaking work with ASOs on projects that will increase the capacity of themselves and/or their members. An online community of practice has been developed and we are currently working on a series of professional development opportunities to be delivered in regions throughout the province.

Project Title: The Role of Arts in Community Development, Pilot Project and Phase Two
Project Description: The Assembly of BC Arts Councils will undertake a series of five workshops to assist local arts organizations with:
- Understanding the dynamics of community development
- The essential role of community partnerships within local government
- The role of the arts and arts organizations in fostering partnerships
- The impact of the arts in community economic development
- Potential paths and action plans for community arts organizations in BC
In the pilot project, the West Kootenay Regional Arts Council, Peace Liard Regional Arts Council and Pacific Regional Arts Council hosted Ken Blackburn to lead workshops open to people working in arts and cultural organizations. In addition, the ABCAC facilitated community presentations with local Chambers of Commerce, service clubs or other community-based organizations. A session at the ABCAC’s annual conference in May 2008 outlined the outcomes of the workshops for the broader membership of the Assembly.

Project Title: World City of Literature
Project Description: The Association of Book Publishers of British Columbia undertook the work necessary to present a compelling argument for Vancouver to be designated a World City of Literature by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The dossier has been submitted to UNESCO and the Association is awaiting the decision.

Project Title: Online Block Booking Coordination
Project Description: The BCTC will adapt and promote the Community Cultural Impresario's (CCI) online block booking program in the British Columbia marketplace. The work will include liaising with CCI and their consultant on the functionality of the online system; marketing the system to both BCTC and its members; licensing the CCI system for the 2008/09 season, redeveloping it for use in future seasons; and coordinating meetings for implementation, testing, training.

Project Title: Crafthouse at Vancouver International Airport
Project Description: The Crafts Association of BC will be entering into a partnership with the Hudson Group to open and operate Crafthouse at the Vancouver International Airport. This funding covers the costs necessary for the Crafts Association to lay the foundation for a successful partnership, including developing business and marketing plans, working with members on policies and procedures, and mentoring with the Craft Council of Newfoundland and Labrador on for-profit and non-profit partnerships.

Project Title: Strategic Plan for the BC Regional Integrated Arts Network (BRIAN)
Project Description: The Society for Disability Arts and Culture engaged a consultant to develop a Strategic Plan for 2010 and beyond. This plan addressed the "Integrated Arts" community’s needs associated with capacity-building, involvement in the 2010 Olympic and Paralympic Winter Games’ cultural events, and legacies the community wished to create. S4DAC worked in close collaboration with the members of an Advisory Group drawn from other organizations working in the field. As a result of this funding, planning is now underway to create the BC Regional Integrated Arts Network (BRIAN) as a peer-to-peer network to support the development of the disability arts in B.C.

Project Title: Aboriginal Arts Development Awards (AADA)
Project Description: 2010 Legacies Now contributed additional funding to the Aboriginal Arts Development Awards to assist Aboriginal organizations and individual artists with professional, artistic and creative capacity building. 2010 Legacies Now’s additional funding was directed towards resources available to help Aboriginal organizations build their administrative infrastructure to support their arts practices. These awards assist Aboriginal projects which are not normally eligible for BC Arts Council programs.

Project Title: Arts Program Outreach
Project Description: The First Peoples’ Heritage, Language and Culture Council will assist Aboriginal artists, and arts and culture groups in B.C. to identify their artistic and organizational strengths and address their challenges. This will be achieved through a number of projects including holding regional and planning workshops; creating arts and culture maps and strategic plans; developing resources for Aboriginal artists, cultural workers and communities; and, developing online resources including an Aboriginal arts and culture database and communication network. In addition, protocol guidelines will be produced on working with Aboriginal artists, cultural workers and communities.

Project Title: Aboriginal Music Lab
Project Description: The Aboriginal Music Lab was an intensive week of workshops, seminars and performances led by industry professionals for active and aspiring Aboriginal musicians. In the first year, all participants attended specialized sessions that included pop, blues and Jazz progressions; D.J. culture; music on the web; playing to the camera; working the voice; song writing skills; the live studio lab; talking about culture and context; spoken word and performance skills; reviving traditional music; and electro-acoustic music skills. In the second year, all participants attended sessions that included charting tunes; working to the camera; vocal calisthenics; song writing lab and the live studio lab; traditional music; and hip hop production. With the learnings gained from the two Music Labs, the School of Music will introduce an Aboriginal Music Studies Certificate Program in 2009.

Project Title: Arts and Health Network
Project Description: Cooley and Associates will lead a team of consultants in developing a business plan to create and operate an integrated arts and health network in British Columbia. The business plan will demonstrate the need for an integrated arts and health network, identify potential users of the network and its proposed functions in its first three to five years, provide organizational options and budgets from various potential funding sources. The work will be informed by an advisory group consisting of individuals working in the arts and health fields.

Project Title: Stand Firm
Project Description: The Canada Council for the Arts partnered with 2010 Legacies Now to deliver the Stand Firm Program in B.C. and Alberta in 2006 and 2007. Stand Firm, a project of the Equity Office at the Canada Council for the Arts, builds capacity for culturally diverse arts and culture organizations. 2010 Legacies Now matched the funding provided by the Canada Council for the Arts and extended the scope of B.C. Stand Firm’s activities, making them accessible to other groups and organizations targeted for capacity building support including disability arts groups and Aboriginal arts organizations.

Environmental Art

Project Title: Stanley Park Environmental Art Project
Project Description: In partnership with the Stanley Park Ecology Society and the Community Arts Council of Vancouver, the Vancouver Board of Parks and Recreation will undertake the Stanley Park Environmental Art Project. Four artists will collaborate with ecologists, public sector park stewards and community cultural developers to create environmental art projects in Vancouver’s Stanley Park. Support from 2010 Legacies Now will focus on documenting the project through video, photos and print records. A final presentation will be distributed online and made available on DVD. The goal is to share the learnings of the project with other municipal and non-government agencies.

Community Engaged Arts

Project Title: Five Year Business and Strategic Plan and Public Consultations
Project Description: The International Centre of Art for Social Change reviewed the feasibility of setting up a business to train performing and visual artists on working with community members to create artwork that inspires social change. The International Centre of Art for Social Change will create a five-year strategic and business plan which includes:
- A comparison of existing and relevant partnerships between universities and not-for-profit organizations
- Details of ICASC governance structures
- Infrastructure plan
- Budget for ICASC program and content delivery
- Revenue generation strategy, including revenue targets
In addition, ICASC will undertake a series of public consultations with industry experts and the interested public to assist in the development of the business plan and the program content.
